does anyone who has nightfall know how to get thier character into factions? any help would be gratefull

once you've progressed the main story to get your character to consulate docks mission, there are two npcs with quests in kamadan which unlock. One for going to Kaineng Center and one for Lion's Arch. They are both over by the water near the first spear.
